You are even before even you could say the words I am, witnessing happens to the state prior to your saying the words I am.

The source, substratum or backround has to be there before anything can appear on it, you say I am but you are before that, only then you could say so. That state which is prior to your being, the formless state, witnessing happens to that state through the I am which has appeared on it. That unborn state is ever present, it is neither the I am nor does it require the I am, it is beyond needs or any sort of dependence.
